Attorney General Bill Barr told CBS News Bob Mueller could have accused Trump of criminal activity even though a Department of Justice rule prohibited Mueller from indicting Mr. Trump for obstructing justice, witness tampering as well as threatening witnesses. Barr had to defend himself after Mueller said Barr exoneration of Mr. Trump was not the right call. Mueller used legal terms to disapprove of Barr’s position on his report. And Mr. Barr wanted to let people know even Department of Justice rules aren’t really rules if someone has the legal expertise to get around them.
